Two-Tier Voucher System Targets Different Talent Levels

The program divides eligible recipients into 2 categories: youth talent and high-level talent. Youth talent includes full-time professionals under 40 newly recruited by local enterprises, covering those with college degrees or above and senior technical qualifications.

High-level talent refers to professionals recruited by local enterprises or public institutions who secure municipal-level or higher talent program funding within 3 years.

Voucher amounts for youth talent are tiered by education:

• Associate degree holders: 50,000 yuan (~$6,900)
• Bachelor's degree holders: 70,000 yuan (~$9,650)
• Master's degree holders: 150,000 yuan (~$20,700)
• Doctoral degree holders: 300,000 yuan (~$41,400)

High-Level Talent Can Claim Up to $275K

For senior professionals, the subsidies scale significantly higher across 5 tiers:

• Municipal-level leading talent: 350,000 yuan (~$48,300)
• Provincial-level talent: 500,000 yuan (~$69,000)
• National-level talent: 700,000 yuan (~$96,500)
• Top-tier national talent: 800,000 yuan (~$110,300)
• World-class/top international talent: 2 million yuan (~$275,000)

Notably, couples who both qualify can stack their vouchers, potentially doubling the benefit. Eligible professionals must purchase new commercial housing in the urban area within 5 years of arriving in Yangzhou.

China's Talent Wars Heat Up Amid Economic Pressures

Yangzhou's move reflects a growing trend among second- and third-tier Chinese cities competing aggressively for skilled workers — particularly in technology, engineering, and AI sectors.
